초록[abstracts]
[새롭게 등장한 미토콘드리아 대체요법, 세칭 “세 부모 아이” 체외수정은 모(母)의 난자내 미토콘드리아에 건강상 결함이 있을 때, 그렇지 않은 여성의 미토콘드리아를 제공받아 이를 대체하는 기술이다. 이 기술은 미토콘드리아DNA에 결함을 가진 여성이 유전적으로 연결된 건강한 아이를 낳을 수 있는 매우 유익하고 유일한 방법으로 인식되고 있다. 그런데 이 기술은 세포핵 속의 유전자를 바꾸지는 않지만 생식세포 계열에 대한 치료라는 점에서 최근 생명과학 연구분야에서 제기되는 많은 윤리적·법적 논쟁을 수반하고 있다. 영국은 2015년 오랜 논의 끝에 세계 최초로 이 기술의 임상적용을 합법화하였다. 본 논문에서는 미토콘드리아 대체요법의 발전 배경과 실시 방식, 이를 둘러싼 안전성과 윤리성 문제, 국내 법체계 하에서 연구의 허용 가능성 여부, 현재 영국에서 시행되고 있는 `미토콘드리아 제공 규칙(HRER)`의 시사점과 향후 국내에서 임상적용시 고려하여야 할 전제조건 및 개괄적인 운영방향을 검토하고 있다.
"Three-Person Baby" or Mitochondrial replacement therapy/techniques(MRT) are designed to prevent the transmission of mitochondrial DNA (mtDNA) diseases from mother to child. MRT in conjunction with in vitro fertilization (IVF) has the ability to prevent inheritance of mtDNA mutations from mothers to their offspring by using a donor egg`s mtDNA. This technique does not change physical or personality traits of offspring. While MRT, if effective, could satisfy a desire of women seeking to have a genetically related child without the risk of passing on mtDNA disease, the technique raises significant ethical and social issues. The United Kingdom became the first country to which legalized this procedure. Parliament passed The Human Fertilisation and Embryology (Mitochondrial Donation) Regulations, which came into force on 29 October 2015, making human mitochondrial donation legal in the UK. This study examines MRT techniques: maternal spindle transfer (MST), pronuclear transfer (PNT), the ethical and social issues related to MRT, contents of the related domestic law, the considerations for clinical investigations.]
