한국 일개대학 기관생명윤리위윈회(IRB)의문제점 및 개선방안

The Institutional Review Board was installed mandatory in the university as the Bioethics and Safety Act was amended in 2013. As a result, the need for IRB quality management has been emphasized and a systematic evaluation has become necessary. However, IRB is not fully active at present and systematic operation is insufficient. Based on this problem, this study was conducted quantitative and quantitative survey of 84 graduate students and professors from one university in Pusan. As a result of the analysis, the university's IRB was operated according to the standards, and all researchers (professors, graduate students) clearly understood the basic principles and objectives of the bioethics law and the factors to be reviewed by IRB. However, some researchers need to strengthen training programs for researchers because they lack understanding of human subject research, subject protection and bioethics laws. Currently, the major problems of the IRB in the university are the recognition gap between IRB deliberation by academic field, the burden of work due to the combined role of IRB committee member, and the problem of work blank due to the movement towards personnel of administrative staffs(IRB members), Inadequacy of submitted documents, problem of not submit a closing report, burden on the allocation of deliberation that does not fit the expertise, problem of the burden of the number of deliberation.  Therefore, in order to reduce the complaints about the results of the deliberation and the number of deliberation assigned, it is necessary to secure a pool of deliberation committee members of various fields and at least to prohibit the combined role of the IRB chairperson and IRB members, In addition, it is necessary to improve the bioethics' education programs both quantitatively and qualitatively so that researchers can faithfully prepare the required documents and follow the role of researchers according to IRB review process. also, It is necessary to strengthen the IRB's role in Audit.

국문 초록[abstracts] 

2013년 생명윤리 및 안전에 관한 법률이 전부 개정된 후 대학에 기관생명윤리위원회가 의무적으로 설치됨에 따라 기관생명윤리위원의 질적 관리의 필요성이 부각됨과 함께 연구에 대한 IRB의 심의, 감독 등 활동에 대한 체계적인 평가가 필요하게 되었다. 하지만 현재 대학 IRB가 충분히 활성화되어있지 못한 뿐만 아니라 체계적인 운영이 미흡한 실정이다. 본 연구는 이러한 문제점을 기초로 대학 IRB의 문제점과 개선방안을 파악하기 위해 부산의 한 대학의 84명을 대상으로 질적, 양적 조사를 실시하고 내용을 분석하였다. 분석 결과 대학의 IRB는 대체적으로 기준에 맞게 운영되고 있었으며 연구자(교수, 대학원생)들 모두 생명윤리법의 기본원칙과 목적 및 IRB가 검토해야 할 요소에 대한 올바른 인식을 가지고 있는 것으로 나타났다. 하지만 관련 법률에 대해 이해도가 낮고, 일부이지만 인간 대상  연구 윤리와 연구대상자 보호에 대해 잘못된 인식을 가지고 있는 연구자들도 있어 이를 위한 교육프로그램을 강화할 필요가 있겠다. 현재 대학 IRB의 주요 문제점으로는 학문분야별 IRB 심의에 대한 인식 차이, IRB 위원(장)의 겸직으로 인한 업무부담과 운영인력(행정간사, IRB위원)의 인사이동으로 인한 업무공백 문제, 서류작성 미흡과 연구 종료보고서 및 보고서 미제출 문제, 전문지식과 맞지 않는 심의 할당에 대한 부담, 책임심의 할당량의 부담 등이 있었다. 이에 따라 심의 결과에 대한 불만과 배정된 심의 건에 대한 부담을 줄이기 위해 다양한 분야의 심의위원 인력 풀(Pool) 확보하고 적어도 IRB 위원장과 전문위원의 보직 겸직 금지와 행정간사의 인사이동에 대한 사전적 고려를 대학본부에 제안할 필요가 있겠다. 더불어 연구자들이 제출서류를 충실히 작성하고 IRB 심의과정별 절차에 따른 연구자 역할을 잘 준수할 수 있도록 생명윤리교육 프로그램의 양적, 질적 강화를 도모할 필요가 있겠다. 이외에도 IRB 운영에 있어 취약한 내부 점검에 대한 역할 수행을 보다 강화해 나갈 필요가 있겠다.
