본 논문은 1990년대 중·후반 이후 동아시아 국가에서 나타나는 생명과학을 중심으로 하는 국가 주도의 지식경제발전 전략에 대한 유사성을 조사하는 것을 목적으로 하고 있다. 이러한 지식경제발전 전략은 국가 주도로 이루어졌으며 과학기술이 사회에서 갖는 위치와 영향을 알 수 있는 중요한 계기가 되고 있다. 이러한 국가 주도형 생명과학분야의 발전은 또한 사회적 행위자들의 정체성의 변화를 가져오는 전환점이 되고 있다. 본 논문은 그 사례로 한국에서 일어난 두 가지 역사적 사건을 논의할 것이다. 즉, 2005년에 한국과 전 세계에 충격을 준 황우석의 줄기세포 스캔들과 2008년 미국 소고기 수입문제로 인해 촉발된 소위 ‘광우병 논쟁’이다. 이 일련의 사건은 한국을 포함한 동아시아 국가의 과학기술발전 전략의 근본적인 특성을 노출시키는 중요한 계기가 된다. 이 과정에서 시민사회는 자발적으로 자신들의 생명권에 대한 집합적인 인식을 형성하게 된다. 이러한 시민주도의 자발적인 집합적 권리를 요구하는 주체의 형성과정을 ‘바이오시민권’의 개념으로 제시하게 될 것이다.

  The purpose of this paper is to examine the similarities in the stateinitiated strategies within the development of biosciences in East Asian countries. In particular, this study focuses on how the state-initiated strategies for knowledge economies have been developed since the mid-1990s. This strategic change in the bioscientific development has provided a turning point that which has allowed us to detect the significance of the roles that science and technology play in East Asian societies. Furthermore, this new strategic turn has also played an important role in the formation of identities of the Korean citizens as “social actors.” This study looks into two historical incidents that which have influenced the formation of Korean citizens’ identities: the stem-cell scandal involving Professor Hwang Woosuk, and the mad-cow controversy. The two incidents reveal the nature of the state-initiated strategy in developing science and technology in South Korea. In other words, Korean citizens have come to foster a new form of collective identity based on their rights to life. This paper suggests that the concept of ‘biocitizenship’ be considered in the context of subject formation in mass, in which the subject is able to demand his/her rights in society.
