초록[abstracts]
[본 연구는 한국의 초저출산 극복을 위한 국민연금 기금의 사회적 투자에 대해 검토한다. 먼저 장기인구 추계 자료를 이용하여 인구구조 변화에 따른 부양비 안정화가 공적연금에 미치는 영향에 대해 분석한다. 그리고 이에 기반하여 신규 보험료 수입의 일부를 사회적 투자로 할당하는 가이드라인을 제시한다. 마지막으로 동태적 미시모의실험 모형(dynamic micro-simulation model)을 통해 사회적 투자가 이루어지는 경우 국민연금 기금의 재정에 미치는 영향에 관해 분석한다. 주요 결과는 다음과 같다. 첫째, 출산율 제고 효과를 감안하면 국민연금 기금 신규적립금의 약 15%를 무수익 채권 구입의 형태로 사회적 인프라에 투자할 때, 국민연금 기금에 부정적인 영향을 미치지 않는 것으로 나타났다. 둘째, 사회적 투자로 인해 합계출산율이 20년 후 1.8수준까지 상승한다면, 장기적으로 GDP의 0.8~1% 수준의 재정수지 개선효과가 발생하는 것으로 나타났다. 이상의 결과는 국민연금 기금의 안정성을 저해하지 않는 범위 내에서 국민연금 기금의 사회적 투자에 대한 적극적인 논의가 이루어질 필요가 있음을 시사한다.
In this study, we consider the social investment by the National Pension Fund to overcome the ultra-low fertility in Korea. We analyze the effect of stabilization of dependency ratio on the public pension due to demographic changes using long-term population projections. We also present some policy suggestions based on our demographic analyses. Finally, we use dynamic micro-simulation model to analyze the impact on the finances of the National Pension Fund when social investment is made. The main findings are as follows. First, considering the improvement in the National Pension dependency ratio, the appropriate social investment is about 15% of the annual revenues of national pension fund if the total fertility rate increases from 1.2 to 1.8 and the discount rate is 6%. Second, if the fertility rate rises due to social investment, the Financial Balances of the National Pension Fund are improved by 0.8~1% of GDP over the long term. These results strongly suggest that it is necessary to actively discuss social investment by the National Pension Fund to the extent that the stability of the National Pension Fund is not impaired.]
