인공지능과 철인통치 ― 인공지능(AI)을 활용한 플라톤의 ‘이상 국가(Kallipolis)’ 속 ‘철인 통치자’의 실현 가능성에 대한 고찰 ―

초록[abstracts]

[국가를 운영하는 정치형태는 다양하고, 가장 대표적인 것이 법치이다. 플라톤은 ‘철인통치’를 가장 이상적인 것으로 생각했지만 차선 중 가장 우월한 것으로 ‘법의 지배’를 꼽았다. 본 논문에서는 대표적인 서양 고전(古典) 중 하나인 플라톤의 『국가』를 중심으로 거기에서 밝히고 있는 이상적인 국가의 모습과 그 국가를 이끄는 철인치자의 존재가 자연인이 아닌 인공지능(AI)을 통해 실현될 수 있을지에 대한 가능성에 대해 살펴보고, 법치주의의 한계 극복 가능성을 살펴본다.  그를 위해 먼저 플라톤이 생각한 이상국가란 어떤 모습이고 그 국가를 이끄는 철인 통치자는 어떤 모습인지 확인한다. 그런 다음 기본적인 인공지능 기술에 대한 이해부터 시작하여 최근의 딥러닝 기술에 이르기까지의 인공지능 기술의 발전상을 살펴보며, 인공지능이 지성을 가질 수 있을지에 대해 생각해본다. 그리고 그 과정을 통해 많은 잠재력을 갖고 있는 인공신경망을 이용한 ‘강인공지능’의 형태로 플라톤이 제안한 철인 통치자를 구현하는 것이 불가능한 것은 아님을 확인한다. 마지막으로 비록 현재의 기술 수준으로는 많이 부족하지만 그러한 인공지능의 출현은 시간문제일 뿐이라는 사실을 인지하며, ‘법의 지배’아래서 살고 있는 우리세대가 기술적 발전을 통해 찾아올 특이점을 맞이하는 때에 가져야 할 자세에 대해 생각해 본다., 

There are various forms of government that run the nation, and the rule of law is most representative. Plato considered ‘rule of philosophers’ the most ideal, but he referred to‘rule of law’as the best alternative. This article aims to explore the possibility of realizing philosopher king based on artificial intelligence. In particular, this article analyzes the concept of ideal nation and the Philosopher king which are described in 『Republic』 by Platon. Then, It checks whether characteristics of philosopher king are accomplished by AI and it also explores the way of evolution for our government.  For this purpose, it finds characteristics of the ideal nation and philosopher king at first. And the basics of artificial intelligence, from the primitive technologies to state-of-the-art such as deep learning, are described in this paper. Based on them, it shows the developing and realizing the philosopher king is not the impossible mission. Because artificial intelligence technology based on artificial neural network has large potential. Although technologies for copying and implementing neural network artificially are on the primitive stage, it’s only a matter of time before strong AI appears. At last, this article suggests an attitude of our generation, who leave under the rule of law, toward singularity the moment when AI has become so advanced that humanity undergoes a dramatic change.]
