이 논문은 2010~2011년 사이에 이루어진 여성주의 NGO와의 장기 현지조사 및 낙태 경험을 가진 여성 23명과의 심층 인터뷰, 그리고 의사, 과학자, 정책 담장자와의 면접 자료에 근거를 두고 있으며, 변화하는 의료윤리와 저출산 위기 및 생명공학의 발전의 교차점에 위치한 현대 한국에서 이렇게 새로이 부상하는 생명 정치가 어떤 식으로 전문성의 정치에 의해 틀이 지워지고 있는지를 살펴보고자 한다. 낙태에 대한 공적 논쟁과 담론은 모두 단정적인 도덕주의에 의해 영향을 받고 법적 논쟁에 의해 틀 지워지는 경향을 보인다. 생명윤리적 규제는 여성의 재생산권과 자율성을 제약할 가능성이 있는 것으로 이해되면서, 많은 여성주의자들은 정책 세계의 언어보다는 여성의 경험을 중요하게 생각해야 한다고 강조해 왔다. 그러한 맥락에서 각국의, 혹은 초국적인 인구 정책이 여성의 재생산 경험에 어떠한 영향을 미쳐왔는가라는 점에 대해서도 학자들은 많은 주의를 기울여 왔다. 그러나 일단 여성의 경험에 대한 논의가 공적인 영역으로 들어오는 순간, 통계와 객관성처럼 건강 혹은 정책 전문가들이 사용하는 것과 동일한 언어 및 인식적 틀을 사용하도록 요구받게 된다. 이러한 전문 지식의 문화는 여성주의 운동이 “의학적으로 규정된” 사회 문제들을 다루는 데 있어서 새로운 과제를 던져준다고 하겠다.

  Based on the long term fieldwork in a feminist NGO and in-depth interviews with 23 women with abortion experiences from 2010 to 2011, as well as interviews with doctors, scientists and policy-makers, this paper tries to shed light upon the ways this changing ontological politics of life, at the crossroads of changing biomedical ethics, national depopulation crisis and biotechnological development, has been framed by the politics of expertise in contemporary South Korea. The public debate and the discourse on abortion often tend to be colored by judgmental moralism and/or framed by the legal debate. Confronting the bioethical regulation on abortion, which can seemingly limit the female reproductive rights and autonomy, many feminists have emphasized to prioritize the experiences of women over the languages of policy world. In the same thread, the ways national and transnational population policy has shaped the reproductive experiences of women have been relatively well attended by scholars. Yet, once the talks on women"s experiences enter into the public sphere, they are asked to adopt the same vocabulary and epistemic frame of statistics and objectivity that the experts, whether health or policy, employ. This culture of expert knowledge has posed a new challenge to the ways that feminist movement can engage with “medically-framed” social issues.
